In the city of Rome, the mild Ivo Salvini, whose mind is always poised between fantasies and reality, thinks he hears voices coming from the moon, urging him to go far to pursue his ideal of a woman who looks like the moon so much loved. In his wanderings he has several small adventures with strange characters, all possessing a certain amount of madness: the ethereal Aldina of which he is infatuated; Gonnella, a prefect who always believes he sees conspiracies everywhere and consequently struggles to eradicate them. Salvini, who became Gonnella's friend, was appointed his lieutenant by them. both live with the dream of becoming actors and being able to meet their idol Federico Fellini. Salvini and Gonnella are able to realize their dream after so many adventures.
